More usefully, a simple standard form that transfers "all right title and interest" in the artwork, may affect the transfer of rights. It is then up to the recipient to enfore his copyrights. Sometimes, for valuable copyrights the owner records the copyright at the U.S. copyright office and then records a transfer of copyright so that there is a public record of the ownership.
